Nine cards complete your flush, which the rule of 4 turns into roughly 36% with two cards to come and the rule of 2 into about 18% on the turn. On the flop you can call almost any bet up to a pot-sized bet on direct odds, but on the turn you need a smaller bet or implied odds.

On direct pot odds, 9 outs lets you profitably call a flop bet up to about 1.3x the pot. Deeper stacks and implied odds push that higher.
